BETHANY HOME ROAD ASSOCIATION NEWSLETTER

1. A regular meeting was held on
Tuesday February 7, 1978 at 7:30 PM
Our thanks to Mr. Jim Woodcock for the
use of his offices for this meeting.
2. The Board of Directors for 1978 will
be:

We still need a
Secretary to the Board. A volunteer is requested. We need HELP.
3. An annual budget was proposed
concerning routine operation and expenses of the complex. It was shown that
better than $34.50 of each $35.00 assessment goes directly towards routine
operation and expenses.
4.
A report was given re: the installation of the fence/gate at the south
end of the driveway. This structure was insisted on by the many residents who
attended the November meeting. Concerns were for safety, and to cut down the 50
and more cars that shortcut through the complex each day. This traffic has
become a severe problem especia11y with regard to speeders. The police
department also strongly encouraged us to erect such a gate and fence to help
cut down our problems with burglars and vandals. It has taken well over 100
man-hours to secure estimates, variance hearings, approvals from the police,
fire and traffic engineering departments and finally the permit. The entire
fence should be completed within a couple of days. Costs will be approximately
$1,550 including all permit fees and locks and closers.
The gated area will continue to be a part of the fire
lane area and will be so posted. In
this regard, chain and padlock will be used to secure the drive gate. It is
standard operating procedure for emergency vehicles to cut such locks in the event
of an emergency and the entire project was designed with the cooperation of the
police and fire departments. Board members will have keys to the locks in case
someone is using a moving van or other large vehicle.
We must keep in
mind that the driveway is a private road and that its maintenance and repair
are our responsibility. All the people who were using, it for a shortcut to
Safeway and Pasco etc, will be far-gone the next time we have to repave.
5. INCREASE IN
ASSESSMENTS: The Treasurer presented
a financial report showing long-term reserves for roof repairs and replacements
and re-paintings. Such reserves are actually needed now. A discussion was held
to raise the homeowner’s assessment by $20.00 per month to $55.00 per month.
All residents in attendance approved this increase. The Board voted unanimously
to raise the assessment as outlined above.
6. A roofing company has been retained
to effect repairs and replacements of roofs as needed. At this time, no less than nine units have
experienced significant to severe leaking.
7. A new garbage service has been
retained. Cost will be $3.50 per month per unit. Our contract stipulates that
all trash will be hauled off the property and that pickups will be on Mondays
and Thursdays. Trash should be out by 7AM on pick-up days. Our contract also
stipulates that all garbage or trash should be in durable plastic bags or in
adequate boxes and that brush and lawn trimmings must be bundled in managable
units. BRUSH MUST BE BUNDLED. No loose garbage or brush will be collected.
PERIOD.
8. A new Landscaper has been retained.
Among concerns shared by the landscaper and the Board is the severe problem
created by the many eucalyptus trees in the complex. We have far too many
instances where they are damaging sidewalks, breaking tiles on roofs, or
lifting the decorative walls or cracking walls of units or garages
because of the massive root systems
they send out. Plus, they constantly drop leaves and create a litter problem
you cannot keep up with. The landscaper is to mark the Eucs which are our most
immediate problems. These will be removed and replaced with more appropriate
bushes and BOTTLE TREES.
9. A group of volunteers will be asked
to help cut down the MARKED Eucs. By doing this work ourselves we stand to save
close to $2,000 of our monthly fee money. The landscaper has agreed to haul
away the trimmings as part of our monthly fee to him. The logs may be had by
anyone who wants them.
10. As President
of the Board, I am going to call upon everyone to help with different projects
in our complex. Our budget will be severely strained for a couple of years due
to our roof and painting problems. The money only goes so far and I intend to
get full measure of goods and services for every dollar we spend. If we can each
give a little of ourselves in time and services, we will all benefit. It is not
enough to say that you pay your monthly fee and walk away. If we contracted out
everything that has to be done, we would be paying well over $75.00 per month
on each unit.
11. Apartments will be constructed in
the now leveled field to the East of our complex and a number of luxury homes
constructed in the field to the northwest. We are undertaking to meet with the
respective developers in an effort to jointly develop the landscaping along the
common walls. Needless to say we don’t want any more eucalyptus trees.
12. The hole in the East wall was
created by the demolition of a building which was “over the line” on our
property. At the time our complex was built, the end of that building was
simply stuccoed over and made to blend into the wall. The developer has agreed
to repair the damage to the sprinkler system and to the shrubs, which occurred
when the wall collapsed in our drive during demolition. The gap will be spanned
by block wall.
13.
I HATE to end on a sour note, but I have been receiving a number of
calls with regard to dogs barking, especially during the evening hours. PLEASE,
PLEASE, PLEASE. If you have a dog, be responsible for it. Clean up after it and
keep it under control re: barking. I do not intend to harass anyone about their
dog. This problem has arisen in the past and we will do the same now as then-
we went to court and had the dogs removed. Let’s not have to go through that
again.
