Minutes for Board meeting on September 21, 1993. Attending
were Paul Phillips, Cleo Crimmins. Terry Roberg, Wait Fedourich, Marie Martel
and Sherry Mara. Treasurer's report was given. Homeowners' dues are up to date
except for 5827. Only
unusual expense for last month was $120 for sprinkler repairs. Outdoor fighting is still awaiting
the electrician for repairs. Rules infractions/fines were discussed at length.
Keeping our complex clean and desirable is of utmost concern to all of us. The
Board has long been at a loss to enforce our C C & R's in a timely and
effective manner. So, after researching what other associations do to handle
such problems, we have decided to introduce the "Fines for Rules
Infractions" program. (The list of proposed fineable infractions follows
the minutes). It was decided that any resident or owner may register a
complaint by writing it down and sending/giving it to any Board member. The
identity of the complainant will be known only to the Board. The party in the
wrong will be given a written notification of the infraction with a suitable
time to correct the problem. If a second notice is necessary for the same
infraction, he will be assessed $25. The third notice, $50 and the fourth $75. We hope you will attend the General Meeting on Sunday, November 7, 1993 at 7 pm, poolside, to
help work out the kinks in this plan before it goes into effect. Suzanne
Bracket has sold her unit and resigned as a Board member. The Board has
appointed Terry Roberg to serve Suzanne's remaining term as Vice President.
Bids were reviewed for the renovations of the last building, east of the entry
drive. Block layer, gate company and painter were all chosen and work will
begin very soon. A short piece of flowerbed wall will also be replaced inside
the pool area where rotting railroad des still exist. Bids are presently being
solicited for a new landscaper/groundskeeper. If you know of a reliable,
qualified gardener, with references, who might be interested in applying for
the job, please submit his name to, or have him contact Walt Fedourich, 266‑5581. The
next Board meeting will
be on Oct. 19. Meeting
was adjourned at 9:25 pm.
The following are proposed items for the fineable
infractions list:
1 . Clotheslines of any type or towels, rugs, etc. hung over
the fences or balcony railings.
2. Outdoor visible antennas of any type.
3. Garbage cans, wood piles, accumulation of rubbish, or any other
unsightly objects kept in carports or any area visible from the common
elements.
4. Failure to remove garbage cans from common
areas in a timely manner after garbage collection.
5. Structure erected inside the patio that
exceeds the height of the patio fence.
6. Painting, decorating or otherwise changing
the appearance of the exterior.
7. Leaving hoses, tools, etc. in areas visible
to common areas.
8. Leaving garage doors open when not in use.
9. Allowing plantings inside the patios to
become overgrown or unsightly from the common areas.
10. Not repairing broken windows/screens‑placing
cardboard, foil etc. over windows.
11. Posting signs other than the one for sale/lease sign
permitted.
12. Holding a carport/rummage sale on the premises.
13. Excessive noise of any type that is annoying to
neighbors.
14. Allowing your dog to run loose, unleashed.
15. Failure to clean up your pet's excrement, both inside
and outside of your patio.
16. Allowing your dog to bark incessantly.
17. Allowing your dog into the pool area.
18. Allowing children under the age of 16 into the pool
enclosure unsupervised.
19. Taking glass/ceramic items into the pool enclosure.
20. Not observing safety rules or showing courtesy in the
pool.
21. Parking large trucks, trailers, motor homes or boats in
the complex.
22. Making car repairs which are not completed in 48 hours.
23. Parking in fire lanes, or allowing your guests to do so.
