OLD BUSINESS
Minutes from the November Board Meeting were reviewed and
approved. The Treasurer's report was given. Other discussion and actions
involved the following matters:
Roadway/Driveway Paving
• The slurry-sealing project has been
completed. The second application was a bit of a disappointment, but the
asphalt has now been stabilized and should hold up well for several more years.
• A few units have had a long-standing
problem with water entering garages because of improper grading of
driveways. This problem developed several years ago when the roadway and
driveways were repaved, raising the asphalt several inches and, in some cases,
created poor drainage situations. Work is now underway to correct the most
serious problems. Competitive bids have been received from contractors and
a decision is about to be made. It appears that this work will cost about
$3K-$4K. The work will likely be done before the first of the year. If
your driveway has fresh marking paint on it, you are one of the units slated
for corrective driveway surgery! If that's the case, you will be notified well
in advance of the work when your garage will be inaccessible. (The
inconvenience should be minimal.) The units currently being looked at are 5803,
5806, 5807, 5811, 5813, 5817, 5835 and a small area outside the pool so that it
is wheelchair accessible.
Garage Door Seal Gaskets
• A few garage door bottom seal gaskets are
still available from John Bonar (unit #5812, Tele: 264-1070). They are available free to owners/residents having
doors with worn out gaskets. We will also coach you in installing the gaskets
or will do it for you for a nominal fee.
Fire Lane Pavement Striping
• The Board agreed to table this task until
early spring in order to allow the newly applied slurry seal to completely
"cure" before striping is added. Paul Phillips agreed to check with
the Phoenix Fire Department to more clearly understand the existing code
requirements. In the meanwhile, please continue to comply with existing no
parking requirements in posted fire lane areas.
Landscaping
The Board agreed to begin the process of acquiring a new full-service landscape contractor for
the Complex. Over the past year, a number of complaints have continued to
be voiced about the service provided by the present contractor. Close
supervision of the contractor, over several months, by one or more Board
members has failed to produce long term corrective action. After the election
of the new Board in January, efforts will intensify
to locate and acquire a new landscape contractor. The
focus will be on obtaining the services of an experienced, full-service
contractor, one who can maintain the property in good condition at
all times, including sprinkling system repair, restoration of shrubbery,
hauling of debris, fertilizing, spraying, trimming, and so on. The contractor
needs to be on board by the early Spring planting season so that shrubbery lost
over the last couple of years can be replaced. Upgrading the landscape service
will very likely result in an increased cost to the Association (perhaps by as
much as 40%). Owners and residents are encouraged to submit the names of
contractors they believe would meet the needs of the Complex to any Board
member for consideration.
Carport Ceiling Repainting
• Several of the
units having carports show signs of needing to have the ceilings scraped and
repainted as the existing paint is peeling. Bids have been received and the
work will take place before the first of the year. Paul Phillips is
coordinating this activity for the Association.
Complex Management/Homeowner Participation
• The Board
deferred further discussion of Complex management and the role of homeowner
participation until after the new Board is elected in January, 1997.
Homeowner input is encouraged and welcomed on this matter.
EBHRA Association "Office"
• The Board
deferred further discussion of the need for an "office" for the
Association until after the new Board is elected in January, 1997. Homeowner
input is encouraged and welcomed on this matter.
The following items of new business were brought before the
Board:
• With the departing of Terrie Roberg
(Association Treasurer), financial records were
transferred to Paul Phillips. The Board agreed and acquired
a used 4-drawer file cabinet and a small set of metal storage shelving for $30
from the Roberg's for storing Association records and materials. These items
are temporarily being stored in Paul Phillips' and John Bonar's garages.
• Terrie Roberg suggested that the Board
reverify with the Association's bank that Association funds are Federally
insured against loss. That request was taken under advisement.
• The suggestion was made that a list of
duties and responsibilities be developed for use in acquiring and monitoring
the work of future landscape contractors. John Bonar will develop this list for
Board consideration.
• Paul Phillips will take appropriate action
in regard to a homeowner who is in arrears on payment of the Association's
monthly homeowners fee.
• The suggestion was made that a list of the
open action items of the current Board be
prepared and passed along to the new Board when it is
elected in January, 1997. John Bonar will coordinate the development of such a
list.
• Walt Fedourich
suggested that the Board consider looking for a new pool maintenance
contractor. Problems developed with the present contractor a number of months
ago. Walt worked with the present contractor regarding corrective actions but
now feels that the service is lacking to the point that a new contractor should
be considered. The Board agreed to seek the services of a new contractor, but
deferred an active search until Spring, as pool maintenance is at a minimum for
the next several months. Homeowner input regarding a potential pool
maintenance contractor is encouraged and welcomed.
• The Board received an official request from
Unit #5823 to fund the restoration of the roof structure to that residence by
removing an owner-installed dormer window that weakened the roof structure.
Since that situation developed some time ago, and involved previous Association
Boards, the request was taken under advisement. Paul Phillips will research
Association records and ascertain the legal implications implicit in the
request.

"Special Thanks" goes to:
• Jan Ehn for her continuing service to the Association in planting
and maintaining the very attractive annual flowers at various locations around
the Complex. She has done this for a number of years, and it adds significantly
to the beauty of our communities' environment. Jan is also instrumental in
providing various holiday decorations that have been enjoyed by the residents
for some time now.
• David Cronin for providing the Association address labels attached to
this newsletter so that it is a bit easier for homeowners to submit their
monthly Association dues.

The all-important ANNUAL MEETING of the Association
membership is scheduled for:
Sunday, January 19, 1997. Weather permitting, the meting will be held at the swimming pool area
at 2:00 p.m., with refreshments being served. All homeowners are
strongly urged to attend as this is the meeting where our 1997
Board of Directors will be elected. Please put this important date on
your calendar and plan to attend. Your participation is needed!!
