Board Minutes-February 20, 1995

The meeting began at 7:00 all the board members being present except for Betty Kiser, who had a previous commitment. The minutes were read with corrections being noted as to the date of locking the rear gate and that Robin Shearer will head the landscaping committee, not John Bonar. Terry then presented the Treasurer's report and passed out the approved version of the annual budget.

Old Business:

* Since the installation of the lock (thanks John!) and the subsequent locking of that entrance, several problems have arose with the keys. Apparently some of the old pool keys will not work the new lock. These keys can be turned into Terry Roberg (Unit #5809) for a no cost replacement. Please call first. Also the price of duplicating these keys have gone up, so if you need extras the cost is now $5.24 each. Again, contact Terry. As a reminder, please don't forget to lock the gate behind you.

* The annual audit of the Association books as mentioned in the by-laws and discussed at the Annual meeting was discovered not to be mandated by any law. After a discussion, the Board decided to choose a panel of two Association members (not on the Board) to do an annual review. Because this will involve a change in the by-laws which requires a quorum of membership, it was decided to table the issue until the next general meeting.

New Business:

*Crown Imports was contacted to seek their permission for the removal of the chain-link fence adjacent to the Southwest block wall. They are not the owners of the land but were very congenial and gave us the owner's name. These people will now be contacted to receive the needed permission.

*Walt and other Board members received materials from the Community Association Institute which we are now a member of. The on-line service which we subscribed to was initiated. Walt has downloaded pertinent material and the service will be discontinued this month.

*The APS contractors has completed their work and clean up. Walt has contacted them as having them absorb the cost of resurfacing the roadway and it appears this may indeed happen. Walt also mentioned that because there has been problems with some phone lines, US West will be contacted to see about the possibility of have new lines installed before the road work is completed.

*The approved replacement of the wooden fences will soon begin. The final bid came in about a $1000 more than originally proposed. The Board had approved $10,000 for special projects for '95 and with likelihood of APS picking up the tab for the street resurfacing, the Board decided to proceed with the wall project. It will be necessary to remove everything off and away from the wooden fences (vines, etc.). Please do so as soon as possible.

*As head of the Architectural committee, John Bonar put together a very complete and in-depth trouble shooting guide for homeowners. The Board will review and distribute upon completion. I think we'll find this very enlightening and useful.

*Enclosed is the new parking ticket that will be used for illegal parking in the complex. The Board decided that the first two tickets will be warning tickets with the third being $25.00 and all subsequent being increased $25.00 per incident. The fine is assessed to the unit owner and taken from the monthly dues if not previously paid. Please don't make the Board be fine collectors.

*Several Board members voiced concerns with the sub-par job being done by the current landscaping crew. It was decided that perhaps they simply need some direction. To that end, the Landscaping committee will contact and work closely with the contractor in hopes that this will resolve the problem. Along those same lines, you may be receiving a letter from the same committee if you have greenery that is non-compliant with the CC&Rs asking you to rectify the problem.
